Airport Board Meeting 12/11/12 @ 9:00AM in the Media Room
Enplanements
For the month of November in 2012 compared to November in 2011:
- American was up 14.6%
- Southwest was down 2.9 %
- United was up 10.9 %
We saw an increase of 7.2% over the same months in the seats available in the marketplace.
Construction
Executive Apron Reconstruction Project- Area A
- The contractor anticipates all concrete and asphalt work in Phase V will be finished by the end of this week.
- Concrete will need to cure for a minimum of 20 days before the ARFF trucks can drive on it.
- The next phase will begin after January 1.
Executive Apron Reconstruction Project- Area B
- Jones Bros has finished all the prep work and is waiting to apply asphalt in the Phase I area.
- The asphalt plant is anticipating production on December 15th.
- Jones Bros is still anticipating that Phase I will be complete by the end of the year.
- Phase II work will begin in January 2013.
Northwest Taxilane Extention
- Phase II (Entrance road and Utilities) of this project is underway.
- Trenching of the area has been completed.
- All utilities have been installed.
- Jones Bros has begun preparing the area for curb and gutter work for the road.
- The roadway should be complete in 30-45 days.
- Construction has begun on three of the hangars.
Other Terminal Events
Our new Christmas Tree was put up and decorated by Miss Cayce’s Christmas Store (Facebook & Twitter). As you can see it turned out amazing.
We installed new Dyson Hand Dryers in the restrooms of the Terminal Building. Combined these units will save us several thousand dollars in electricity over the old 14 year old units they replaced in their expected lifetime.
November Construction Update

We have been told by Jones Brothers they are progressing on schedule for this area.
Taxilane ‘T’, French Ramp, T Hangars near the fire station
The current work areas have almost been completed. The asphalt is scheduled to be completed this week and the next phase shown below will begin immediately after the current phase has been completed.
Airport Board Meeting Updates
Enplanements
We were up 16.2% on enplanements in the month of August over August last year. With a reduction of 1.7% in the amount of seats available.
In September we were down .9% over September last year. That is great considering we lost the Albuquerque flight and Southwest saw a 5.8% reduction.
The airlines are reducing flights to fill the aircraft we have here. Please book your trips early. The more early bookings the easier it is for the airlines to justify extra aircraft and flights.
We are projected to surpass Lubbock this year in enplanements. In the calendar year we are projecting a number around 500,000 people.
Construction
The new ramp construction is set to begin tomorrow. Jones Brothers has 60 days to finish Phase 1. The entire project should be completed in 225 days.

Airport Managers Notice
The Midland International Airport will be hosting the Commemorative Air Force annual Airsho between October 12th and October 14th 2012. The closures listed below will be in effect to promote safety and preparation before, during, and after the events. The Airshow Operations area is from the surface to 17500 AGL, within a five (5) nautical mile radius of Midland International Airport
Airport Closures

Midland International Airport will be closed daily, October 12 through October 14, 2012 during the aerobatic demonstrations. Arrivals and departures are not permitted during periods of aerobatic demonstrations.*
*NOTE: the only exceptions are for Air Carrier Aircraft, Airsho aircraft, and those aircraft who have received prior permission from the Airport Manager and Midland ATC.
Note: All General Aviation and AIRSHO traffic should expect a 30-45 minute delay for an Airport Operations Airfield Inspection after the event, daily. Non-air carrier traffic must remain on the non-movement area until the inspection has been completed and NOTAM cancelled.
RUNWAY & TAXIWAY CLOSURE
-RWY 10/28 west 3000 feet are closed from 10/12/12 0800L- Until further notice
-TWY ‘A’ and TWY ‘E’ will be closed from 10/9/12 0800L- Until further notice

August Airport Board Meeting
Enplanements
July saw all three airlines have positive growth months over last year. The three combined average a 9.5% increase over July of 2011. YTD we are up 4.8%
We are trending above the 9 year average in every month of the fiscal year so far.
Over the last two months we have had more enplanements than Lubbock.
Construction
Airfield
The painting contractor anticipates having all the painting completed by the second week of September.
Executive Hangars
The executive hangar construction is progressing currently with the concrete drainage gutters in Phase 3. That phase should be completed in the next 2-3 weeks and Phase 4 should be started prior to the next airport board meeting.
The next apron reconstruction project has been accelerated. Due to XCORs lease of the AMI hangar displaced pilots and aircraft will not have a location to store their aircraft. We have asked Jones Brothers to begin work as soon as possible so we can have the greatest number of tenants displaced and moved back in prior to the AMI hangar being turned over to XCOR.
Northwest Taxiway Extension Project
Roadway work and utility work has begun and should be completed in the next 6-8 weeks. Construction has begun on the first two hangars.
Airport Parking
A parking discussion has been scheduled during the September 11th City Council briefings.
CAF

Next Airport Board Meeting
The next airport board meeting is Tuesday, September 18, 2012.
RWY 10/28 and RWY 16L/34R UPDATE
RWY 16L/34R was closed this morning for the transition to the RWY 28 end of the PAPI project being done by the Federal Aviation Administration (FAA). We have been told by the FAA the runway and approaches are to be flight checked on September 10th. If the approaches and PAPIs are certified we anticipate opening the runways shortly after that when the project has been signed off by the FAA.
RWY 10/28 UPDATE
The PAPIs have been completed on the 10 end. Monday the 13th at 0700L the project will transition to the 28 end requiring the closure of RWY 16L/34R. The entire PAPI system is scheduled to be flight checked on September 10th. If they are completed and the flight check aircraft passes and certifies the PAPIs we expect to open the runways shortly after that flight check.
